Blam-blam-blam! Pa-pow-pow! Ber-t-t-t-t-t-t, ber-t-t-t-t-t-t!

If that sounds like a good time, you may want to set your sights on Las Vegas? newest attraction, Machine Guns Vegas?(MGV), which opened its doors Monday. Part gun range, part ultra-lounge, MGV invites visitors to grab the automatic weapon of their choice ? Uzis, AK-47s and more ? and get in touch with their inner gangster or SEAL Team Six commando.

?You?d be amazed at the number of people who come to Vegas and want to shoot a machine gun,? said co-owner Genghis Cohen. ?It?s an experience you can?t have in a lot of places in the world.?

Gun ranges, of course, are nothing new but MGV puts a decidedly Sin City spin on the concept, a reflection, in part, of Cohen?s background in the city?s nightlife industry. He originally came to Las Vegas from his native New Zealand to open Tabu, the ?ber-hip lounge in the MGM Grand.

MGV takes a similarly stylish approach, albeit an alcohol-free one, complete with leather furniture, hardwood floors and a bevy of ?Gun Girls? led by model and U.S. Air Force veteran Jeannie Duffy.

Duffy and her fellow shoot hosts will be on hand to provide training ? they?re all NRA-certified instructors ? and help guests choose from a variety of shooting packages, such as:?

• Mob ($100): think shotguns and ?Tommy guns?
• SEAL Team VI ($130?$160): Includes M-60 machine guns and other weapons used in the covert operation that killed Osama bin Laden
• The Compound ($699): MGV?s VIP experience, which includes the use of 16 different firearms, including handguns and semi- and full-automatic weapons; use of a private lounge and firing lanes, and complimentary refreshments

Such offerings will put MGV in more-or-less direct competition with The Gun Store, a Las Vegas institution that has been inviting visitors to fire off a few rounds for more than 20 years.

Alas, for those seeking that sexy Vegas vibe, there are no heat-packing ?Gun Girls? at The Gun Store. There are, however, two ordained ministers on staff because, yes, they do perform shotgun weddings complete with flowers, cake and weapon rentals.

Sin City is a major entertainment center and business travel destination, known for its carefully cultivated image, gambling and nightlife.

As for the new gang moving into town, Gun Store owner Bob Irwin isn?t worried. ?It?s kind of like when Mandalay Bay opened,? he said. ?Did Caesars Palace close? No, they built a new tower. It just draws more business to everybody.?

And business is good, says Irwin, because shooting automatic weapons is ultimately just another entertaining attraction in a city that?s built on the concept of giving people the opportunity to do things they might not attempt at home.

?We have all these things to do other than gaming ? roller coaster rides, helicopter flights ? and this is one of them,? he told msnbc.com. ?It?s on a lot of people?s bucket list.?

It also fits with Las Vegas? never-ending commitment to pursuing new ways to entice visitors, whether it be with new hotels, more elaborate shows or the fact that two companies are currently competing to build sky-high observation wheels on or near the Strip.

?Last year the big story was Dig This,? said Anthony Curtis, president of LasVegasAdvisor.com, referring to the attraction that lets guests operate bulldozers and other pieces of heavy equipment in a giant sandbox. ?Not everybody wants to drink and gamble all day.?

This year, says Curtis, MGV could fit that role. ?People want to have different experiences; this one definitely qualifies. It sounds like it has a shot, so to speak.?

Return of the Pharisees | Center for Immigration Studies

Self-proclaimed religious experts on immigration policy browbeat the good, law-abiding, Christian citizens of Alabama again. At a conference last week, modern-day Pharisees took Alabama's civil authorities to task over the state law designed to restore the rule of law against illegal aliens who have overrun the state.

The Birmingham venue of a Baptist college was chosen deliberately. The event's title was based on a biblical Hebrew term for stranger or sojourner: "ger". The sponsors extrapolated far beyond the meaning of this clearly defined term, in an effort to rationalize mass amnesty and chastise the public officials (and the majority of Bible-belt citizens) who have tried to do their God-given duty to protect their citizens.

One of the speakers on the Samford University campus, a Hispanic minister from New York, exposed his ignorance, both of biblical principles that might apply to policy issues such as immigration and of immigration policy itself. The National Latino Evangelical Coalition's Rev. Gabriel Salguero told conferees, "Hospitality is not at the margins of scripture. Jesus wasn't kidding around when he said, 'I was a stranger and you welcomed me.'"

Salguero's solution? "Because I'm a Christian, I believe in comprehensive, common-sense, humane immigration policy."

I'm not sure which is more offensive, the arrogant presumption that they actually know what they're talking about or the air of moral superiority over those fellow Christians who hold opposing views on immigration.

Biblical teachings in both the Old and New Testaments relating to hospitality don't translate into open borders or mass amnesty. Jesus's call for hospitality to strangers is directed to individuals, not states. It is dangerous, even pharisaic, to purposely confuse the object of such important teachings.

There's also the fact ? conveniently overlooked by religious busybodies ? that the United States stands second to none for hospitality. Our nation admits more legal immigrants for permanent settlement than all other nations combined. We take in tens of thousands of asylum seekers and refugees each year, outpacing the rest of the world for resettlement. Thus, amnesty proponents in religious clothing should come clean about their true motives: amnesty. They have no ground to stand on to lecture their neighbors for insisting foreigners obey our laws or else suffer the consequences.

In the Bible, civic boundaries have meaning and, in fact, have God's ordination. Professor James Hoffmeier, Professor of Old Testament and Near Eastern Archaeology at Trinity International University Divinity School, whose archeological explorations have discovered relevant findings, notes:

Nations small and large had clearly recognizable borders, typically demarcated by natural features such as rivers, valleys, and mountain ranges, much as they are today. Warring Egyptian Pharaohs often claimed that they went on campaigns to widen or extend Egypt's borders. Wars were fought over where boundary lines would be drawn, and forts were strategically placed on frontiers to defend the territory and to monitor movements of pastoralists. Permits akin to the modern visa were issued to people entering another land. In the tomb of Khnumhotep, governor of central Egypt (from ca. 1865 B.C.), a band of foreign travelers are shown before the governor. An official presents him with a permit or visa, which spells out that there were 37 people from Syria-Canaan.

Professor Hoffmeier explains the differences in biblical terms translated as "stranger". These terms have real, specific meanings and aren't available for today's "teachers of the law" to use and abuse.

[W]hat about the "stranger" or "alien"? The Bible is not "a living breathing document" that can mean whatever you want it to say. This question must be answered contextually and based on what the key words meant when they were written before we apply what that might mean in our own times. The most significant Hebrew word for our discussion is ger, translated variously in English versions, which creates some confusion, as "stranger" (KJV, NASB, JB), "sojourner" (RSV, ESV), "alien" (NEB, NIV, NJB, NRSV), and "foreigner" (TNIV, NLT). It occurs more than 80 times as a noun and an equal number as a verb (gwr), which typically means "to sojourn" or "live as an alien." The problem with more recent English translations (e.g. TNIV and NLT) is that they use "foreigner" for ger, which is imprecise and misleading because there are other Hebrew terms for "foreigner," namely nekhar and zar. The distinction between these two terms and ger is that while all three are foreigners who might enter another country, the ger had obtained legal status.

Hoffmeier concludes, "It is wrong, therefore, to confuse these two categories of foreigners and then to use passages regarding the ger as if they were relevant to illegal immigrants of today."

In other words, only today's lawfully admitted permanent immigrants come closest to the biblical ger. Illegal aliens come closer to the suspect kinds of foreigners.

It would represent a step forward if the people who speak at the kinds of talkathons staged in Alabama displayed intellectual honesty or perhaps intellectual rigor in their biblical study and proclamations. The Pharisees meeting recently in Birmingham came up short.

It would also be productive if these sorts of people stuck with their calling instead of sticking their religious noses under the public policy tent, at least in those areas in which Scripture leaves the lawmaking to prudential judgment. As it is, these people are out of their element ? embarrassingly so. Doesn't such public display of ignorance and manipulation dishonor the Lord?

The famed Christian educator C.S. Lewis made the point aptly:

People say, "The Church ought to give us a lead." ... And when they say that the Church should give us a lead, they ought to mean that some Christians ? those who happen to have the right talents ? should be economists and statesmen, and that all economists and statesmen should be Christians, and that their whole efforts in politics and economics should be directed to putting "Do as you would be done by" into action. If that happened, and if we others were really ready to take it, then we should find the Christian solution for our social problems pretty quickly. But, of course, when they ask for a lead from the Church most people mean they want the clergy to put out a political programme. That is silly. The clergy are those particular people within the whole Church who have been specially trained and set aside to look after what concerns us as creatures who are going to live forever: and we are asking them to do a quite different job for which they have not been trained. The job is really on us, on the laymen. The application of Christian principles, say, to trade unionism or education, must come from Christian trade unionists and Christian schoolmasters: just as Christian literature comes from Christian novelists and dramatists ? not from the bench of bishops getting together and trying to write plays and novels in their spare time.

Should We Abolish the Corporate Income Tax? | G7Finance.com ...

No. Bad idea.

OK, sorry, that was a little blunt. After all, there are a lot of smart people who think President Barack Obama didn?t go far enough in his recent proposal to cut the corporate income tax rate to 28 percent from 35 percent. ? They would like to see it go all the way to zero. They say trying to tax corporations is a waste of time because they aren?t like people?ultimately they just pass along the cost of the tax to their shareholders, workers, and (to a small extent) customers.

The abolitionists aren?t all conservatives, either. The Atlantic?s Megan McArdle has said the corporate income tax ?may be the stupidest tax we have.? Even a liberal like blogger Matt Yglesias asked on Feb. 24 why the U.S. doesn?t just ditch the corporate income tax. (He decided that getting rid of it now and replacing the revenue in a fair way is politically unrealistic.)

But this just might be a case in which the policy elites of both left and right are wrong?and ordinary Americans, who kind of like the corporate income tax, are right. The strongest argument for the corporate income tax is one that is rarely heard anymore but was widely used at its inception in 1909?namely, that the tax is a brake on excessive corporate power.

The person who has pressed this argument is Reuven Avi-Yonah, a professor at the University of Michigan Law School. Avi-Yonah is well-credentialed, with both a PhD in history from Harvard University and a JD from Harvard Law and consulting work for the Treasury Dept. and the Organization for Economic Cooperation and Development. His 2004 paper, ?Corporations, Society and the State: A Defense of the Corporate Tax?, is a classic. Here?s an excerpt:

Why is the corporate tax so politically resilient? The reason seems to be the same as the reason the corporate alternative minimum tax was enacted in 1986- ordinary Americans have a viscerally negative reaction to the notion that large, profitable corporations should pay no tax while they bear the income tax burden. This is universally dismissed as an example of ordinary people?s ?fiscal illusion?, the misguided belief that corporations bear the burden of the tax, while every economically literate person knows that taxes can only be borne by natural persons.

But are people really that ignorant? I would argue that the answer is no, and that in fact what people perceive is closer to reality than the economic models of incidence would suggest. The corporate tax is imposed on corporate income, which adds to the economic resources of the corporation. These resources are managed by individual corporate managers, and their control over such resources gives them significant economic, social and political power. In that sense, imposing a corporate tax reduces the economic resources and therefore also the power of corporate management. Whatever the economic incidence of the corporate tax, from this perspective its most immediate burden falls on corporate management, and not surprisingly they are the strongest supporters of corporate tax repeal.

Republican William Howard Taft, who was president in 1909, was initially skeptical of taxing corporations, but ended up giving a full-throated defense of the measure in his message to Congress. Avi-Yonah dug up a quote:

While the faculty of assuming a corporate form has been of the utmost utility in the business world, it is also true that substantially all of the abuses and all of the evils which have aroused the public to the necessity of reform were made possible by the use of this very faculty. If now, by a perfectly legitimate and effective system of taxation, we are incidentally able to possess the Government and the stockholders and the public of the knowledge of the real business transactions and the gains and profits of every corporation in the country, we have made a long step toward that supervisory control of corporations which may prevent a further abuse of power.

Avi-Yonah considers this a stronger argument than the ones usually advanced by defenders of the corporate income tax, such as the idea that not taxing corporations would make it easier for people to shelter income by stuffing it into their own personal corporations. A century after the Progressive Era, Avi-Yonah comes down pretty much the same way as Taft:

My basic argument is therefore that the corporate tax is justified as a means to control the excessive accumulation of power in the hands of corporate management, which is inconsistent with a properly functioning liberal democratic polity.

Dying Rich: Feds Give You 2 Ways to Offer 401(k) Advice

By offering investment advice to their employees, companies can improve worker saving habits and grow the value of their retirement plans. And the feds just finalized the rule on what?s allowed when offering such advice.

In a nutshell, it says plans sponsors can offer investment advice to 401(k) and IRA participants in two ways:

• The plan sponsor can offer advice as long as it?s based on a computer model that applies generally accepted investment theories and is certified as unbiased, and
• A third-party adviser can be hired as long as the adviser is compensated on a ?level-fee? basis, meaning the compensation does not vary based on investments selected by plan participants.

Detailed guidance on this rule, which takes effect Dec. 27, 2011, can be found in the final regulation, here.

Regardless of which option a plan sponsor chooses, the party, computer model or people providing the advice must use generally accepted investment theories that are based on historical risks and the performance of different asset classes over a defined time frame.

What does this mean?

For years, many plan sponsors wanted to give participants investment advice. But they feared doing so would violate the Employee Retirement Income Security Act (ERISA), particularly the part that protects workers from falling victim to conflicts of interest among the parties managing the plan.

An example of a conflict of interest: Some plan sponsors get a cut of revenue from certain funds. A plan sponsor?s adviser could then recommend one of those funds to plan participants. If that were to happen, it would be clear the parties involved weren?t looking out for plan participants? best interests.

The new rule gives employers a way to ensure the advice given does not cause a conflict of interest and violate ERISA.

Lord Lucan disappeared to Africa and could still be alive, says brother

Lord Lucan fled his London home after the murder of his nanny Sandra Rivett and has not been seen since.

After 38 years, his brother Hugh Bingham has broken his silence by telling the Daily Mirror he is certain of the circumstances after the death.

When asked whether he thought his sibling did indeed travel to Africa, Mr Bingham stated: 'I am sure he did, yes. But what connection there is I don't know.

'I wouldn't like to form an opinion as to his whereabouts today or whether he is alive or dead.'

However, his words appear to back up the suspicions of many leading officers at the Metropolitan Police, who also believe the aristocrat used Africa to escape.

Detectives think Lord Lucan may have in fact been trying to murder his wife but instead attacked Ms Rivett in the dark. He was then disturbed by Lady Lucan, before assaulting her and taking to the road.

Mr Bingham said Scotland Yard officials have never tried to question him on the issue of his brother's disappearance. He has lived in South Africa since approximately six months after Lord Lucan's escape.

Apple chomps Chomp to improve App Store search

If we were Tim Cook, we wouldn't be able to resist the temptation of wasting some of that $100 billion on something extravagant, like a crystal iPhone dock or private theme park. Instead the boys in Cupertino remain dogged in quietly acquiring start-ups and hoping no-one notices. Chomp is the latest technology company whose staff will find themselves with a pass for the Infinite Loop car park. It's an app discovery business with technology reportedly far in advance of the App Store's current keyword-based search and given that there are 500,000 apps, it's unsurprising that people aren't finding what they need. You may recall that Chomp powered Verizon's Android searches too, a situation we don't expect to last very long as soon as it's time to renegotiate that contract. The companies will be mixing their sauces together in the hope of making some good goulash, although as usual, we don't expect to get a taste for a while.

BACKGROUND INFORMATION:
Emergency Management Ontario (EMO) deals with operational resiliency in times of emergency. It provides OPS-wide Incident/Emergency Management, Business Continuity Management and Disaster Recovery services, and co-ordinates Ontario provincial support for Ontario communities, the Canadian federal government, neighbouring provinces and other countries in an emergency.

Emergency Management in Ontario supports three types of emergencies (which are not mutually exclusive):
1. Non-nuclear emergencies affecting Ontario communities, and/or other provinces, Canada or international;
2. Nuclear emergencies in Ontario or neighbouring jurisdictions;
3. Business continuity emergencies affecting the OPS.

EMO is tasked with ensuring resiliency by facilitating coordinating of province-wide EM and, where response to emergencies is required, the Provincial Emergency Operations Centre (PEOC) of the Ministry of Community Safety and Correctional Services (MCSCS), which is responsible for support or direction in community emergencies. Within the EMO, the Continuity of Operations (COOP) section is responsible for OPS-internal emergencies while 13 Order-in-Council (OIC) Ministries are charged with specific responsibilities for support for 37 specific types of emergencies. Each of the Cluster I&IT organizations support Ministry COOP efforts with IT Business Continuity Management (BCM) and Enterprise IT Disaster Recovery Management (DRM) supported by the Corporate Security Branch (CSB), ITS Corporate Services/Datacenters and I&IT Clusters of the Office of Corporate Chief Information Officer (OCCIO).

During the last Business Architecture review it was identified:
- Manual processes and many tools for Emergency management and business continuity planning
- Three related standalone business domains ? emergency response, business continuity and disaster recovery
- Pressing demand and existing vulnerabilities ? have had years of end user concerns identifying need for a coordinated, responsive, effective and user friendly set of solutions resulting in the development of silos over time
- Technology applications and tools in this area are not coordinated ? combinations of Commercial Off The Shelf (COTS) and MS Office products across multiple business areas
- The result ? need to transform the use of human and technical resources into an integrated solution to support an effective and coordinated provincial response to emergencies.

An RFP was completed and a vendor has been contracted to provide integrated business support software subsystems and to build the interconnectivity with specific existing OPS components and tools. Justice Technology Services (JTS) will further integrate these subsystems with other components and subsystems into an Emergency Management Enterprise Solution (EMES) that supports the business and operational requirements of the Government of Ontario?s Incident/Emergency Management, Continuity of Operations/Business Continuity and Disaster Recovery business programs and services.

A senior Project Manager is required to lead the implementation of the acquired integrated emergency management software and its integration to OPS components.

Scope of Services and Deliverables:
The selected Consultant will perform the following Services and/or produce the Deliverables:
. Assume day-to-day planning, management and control of delivery and implementation of multiple and concurrent sub-projects
. Provide weekly status reports including issues, risks and mitigation strategies
. Manage coordination of all IT-related services
. Prepare and provide input into the development of project plans as required
. Manage the resources and tasks required to accomplish the work described in this and the Background section and other activities as assigned
. Liaise with Business Management, Facilities, Human Resources, Communications, ITS, software and IT service vendors, contractors and JTS representatives
. Lead the development of the Architecture and associated artifacts for Checkpoints, compliant with OPS Enterprise Architecture standards, technical requirements and strategies formulated for a variety of initiatives
. Lead the development of the logical and physical architectures, together with the preparation of respective Checkpoint artifacts
. Provide assistance with the design and development of user requirements
. Lead the development of the functional specifications for the configuration and customization/development
. Lead the development of the technical requirement specifications
. Lead the development of unit tasks, use cases, workflow, user interfaces, test scenarios, test data and plans
. Provide input to logical and physical PIAs/TRAs as required
. Provide overall architectural guidance and support together with and technical leadership, management and assistance, as required
. Assist in the detailed evaluation of build/procurement options
. Adherence to Project Management Office (PMO) methodology
. Adherence to OPS & JTS Enterprise Architecture guidelines
. Adherence to OPS & JTS IT Standards
. Extensive use of Project Management tools/templates and repositories to manage and track project artefacts: MS SharePoint, MS Project, MS Visio and MS Office Productivity Suite software
. Provide excellent written and verbal communications
. Work with stakeholders to coordinate and run business and technical multi-disciplinary sessions

It is expected that the consultant resource will have the necessary Project Management and technical skills and demonstrated experience to provide leadership in the design, development and implementation of common reusable components.

Familiarity with the Ontario Public Sector (OPS) I&IT and business processes considered an asset.

Mandatory Skills:
. Excellent written and verbal communications
. Excellent knowledge of Microsoft Project
. Excellent Knowledge of Microsoft Visio
. Capable of coordinating and running sessions

. The Senior Project Manager is accountable for ensuring the successful completion and implementation of all IT components from analysis to implementation for the Emergency Management Enterprise Solution (EMES) project
. The resource is also responsible for the project finishing on time, within budget and to specified quality standards
. The resource will be accountable for ensuring customer satisfaction and ensure development concurrence, risk and mitigation strategies and status concerns are addressed to the customer
. This resource will assume day-to-day planning, management and control of delivery and implementation of multiple and concurrent sub-projects
. The resource will manage the integration of all IT aspects of the implementation and act as an advisor for all IT activity whether or not JTS/TSB is delivering directly
. The resource will interface directly with the customer and management
. The resource must have 10+ years of experience in management roles for large IT projects. Must have knowledge of specific government ministry applications or specific lines of business

Specific Deliverables:
. An integrated Project Plan
. Costing analysis
. JTS and Corporate PMO required documentation (Charter, Schedule, etc.)
. Management/Treasury Board report back documents, as required
. Briefing Notes, as required
. Status reports, presentations, project plans, business cases (using MS Office Productivity Suite software, PIV)
. Submissions to ACT, ARB & Change Advisory Board (CAB) as required
. Presentations, as required for Steering Committees and Executives Committees
. Align portfolio projects to ensure continuity and knowledge transfer across projects as required
. Provide SPM assistance in the day-to-day management of portfolio opportunities and common projects as required
. Liaison between members of the project, the clients, the vendors and contractors as required . Assist with human resources, finances, task tracking/completion as required

The services provided by the Project Manager will include, at a minimum:
. Manage coordination of all IT-related services.
. Manage the resources and tasks required to accomplish the work described in the Background and Scope of Work sections and other activities as assigned
. Adherence to Project Management Office (PMO) methodology.
. Adherence to OPS & JTS Enterprise Architecture guidelines
. Adherence to OPS & JTS IT Standards
