First of all, you probably need to set up a database which would be able to handle your requirements. Something like wordpress would probably be able to do this for you, seeing as it is a "package" deal where everything is pretty much automatically set up.
From what you say, I think you would be best off setting up a forum. You can do this using free Forum software such as phpBB, which is PHP language based. The link for that is here:

Regarding linking it to Facebook and twitter, all you need to do is add a "Like" button somewhere on your website. If using wordpress, this tutorial should tell you all you need to know:

I think WordPress is probably your best choice, seeing as it is very user friendly and quite simple to set up. You may also want to add a shoutbox:

Now, regarding networkedblogs. From what I understand, it seems to me that it is some sort of "hub" software which brings together many social networks into one place. Most of all Facebook, Twitter and all the other biggest ones.
