Interpark picked as preferred bidder for Samsung (Reuters)

SEOUL (Reuters) ? Samsung Group confirmed that it had named a group led by online shopping mall operator Interpark as preferred bidder for its procurement arm iMarketKorea Inc, in a deal to buy Samsung's up to $342 million stake in the firm.

Sources told Reuters earlier that Interpark won the deal for iMarketKorea, beating private equity firms Kohlberg Kravis Roberts & Co and MBK Partners.

The country's biggest business group launched a rare divestment in August against the backdrop of the President Lee Myung-bak administration and politicians warning Korean conglomerates' maintenance, repair and operation (MRO) businesses could hurt small and medium-size enterprises.

There however is no official directive to sell these units, and other conglomerates like LG and SK have given no indication of plans to dispose of their procurement arms.

"Samsung and the Interpark-led consortium are expected to complete the sale of iMarketKorea by the end of the year after signing an agreement in early November," Samsung Group said in a statement, adding that the two parties are negotiating detailed terms of the deal.

Samsung plans to sell a 58.7 percent stake in iMarketKorea worth 392 billion won ($342 million) at Monday's closing price, held by its nine affiliates.

The size of the stake could be smaller, as Samsung earlier said it might maintain an interest in Imarketkorea if buyers requested it. That interest could be up to 10 percent, one of the sources said.

Interpark teamed up with Korea Venture Business Association and private equity firm H&Q in a deal where Samsung is providing five-year guarantees to ensure 2 trillion won of revenue annually through iMarketKorea, a source told Reuters earlier.

Samsung set up Imarketkorea in 2000 to provide goods and maintenance services for business clients.

Shares in iMarketKorea finished down 2.9 percent versus the broader market's 3.3 percent rise. Interpark closed down 2 percent. ($1 = 1147.350 Korean Won)

Defunct German Satellite Hits Earth in Fiery Death Dive (SPACE.com)

An old German satellite fell to Earth today (Oct. 22), after languishing in a dead orbit since it was decommissioned more than a decade ago, but officials do not yet know where it fell.

The 2.7-ton Roentgen Satellite, or ROSAT, slammed into Earth's atmosphere sometime between 9:45 p.m. EDT (0145 GMT Sunday) and 10:15 p.m. EDT (0215 GMT Sunday), according to officials at the German Aerospace Center.

"There is currently no confirmation if pieces of debris have reached Earth's surface," German aerospace officials said in a statement.

While the 21-year-old satellite broke apart as it re-entered Earth's atmosphere, German aerospace officials estimated that up to 30 pieces totaling 1.9 tons (1.7 metric tons), consisting mostly of the observatory's heat-resistant mirrors and ceramic parts, could survive the fiery trip and reach the surface of the planet.

Based on ROSAT's orbital path, these fragments could be scattered along a swath of the planet about 50 miles (80 kilometers) wide, German aerospace officials have said.

The satellite, which weighs 5,348 pounds (2,426 kilograms), was launched into orbit in June 1990 to study X-ray radiation from stars, comets, supernovas, nebulas and black holes, among other things. The satellite was originally designed for an 18-month mission, but it far outlived its projected lifespan. [Photos of Doomed ROSAT Satellite]

In 1998, the ROSAT's star tracker failed and its X-ray sensors pointed directly at the sun. This caused irreparable damage to the satellite, and it was officially decommissioned in February 1999.

The defunct German X-ray observatory was the second satellite to fall uncontrolled from space within a roughly 30-day period. On Sept. 24, a 6.5-ton, decommissioned NASA climate satellite, called the Upper Atmosphere Research Satellite (UARS), plummeted into the Pacific Ocean. The event sparked a media frenzy around the world, and some pranksters even seized the opportunity to create hoax videos and images of the satellite's fall.

Mission controllers initially estimated that ROSAT could fall to Earth in November, but increased solar activity caused the satellite's orbit to decay faster than originally expected. As the sun's activity ramps up, it heats up and expands the atmosphere, which creates more drag on satellites in orbit.

ROSAT's fall from space, and the UARS satellite before it, shone a spotlight on the growing problem of debris in space.

"One option is we want to be able to catch uncontrolled satellites in the future," Jan Woerner, head of the executive board of the Deutsches Zentrum f?r Luft- und Raumfahrt (DLR), Germany's space agency, told SPACE.com. "We're working on such a mission to catch them, depending on their state, and have a controlled re-entry or send them to a graveyard, in order to prevent this situation in the future."

NASA's bus-size UARS satellite was the largest satellite to fall uncontrolled from orbit since 1979. Skylab, the first American space station, plummeted to Earth in 1979, and debris from the complex plunged into the Indian Ocean and onto parts of Australia.

Also in 1979, NASA's Pegasus 2 satellite, which was launched in 1965 to study micrometeoroids in low-Earth orbit, re-entered the atmosphere uncontrolled and splashed into the mid-Atlantic Ocean.

Japan contractor hacking likely got military data: Asahi (Reuters)

TOKYO (Reuters) ? A cyber attack on Japan's biggest defense contractor likely netted military data on warplanes and information on nuclear power plants, the Asahi newspaper reported Monday, as pressure mounts on Japan to bolster cyber security after the attack came to light in August.

It remains unclear whether the military data from Mitsubishi Heavy Industries Ltd, including information on warplanes, helicopters and other equipment ordered by Japan's Defense Ministry, is deemed sensitive defense information, the Asahi said, citing a source close to the matter.

A Japanese defense ministry official said, that as of now, the ministry is not aware of any leaks of information classified as defense secrets.

Mitsubishi Heavy spokesman Hideo Ikuno declined to comment on the matter. "The issue is currently under investigation and I cannot comment on it," he said.

Mitsubishi Heavy, Japan's biggest weapons supplier, said last month that network information such as IP addresses may have leaked but that it had so far not confirmed any leaks of data on its products or technologies.

More than 80 computers or servers were found to have been infected by viruses, and checks on dozens of other servers in Japan showed that there were indications of leaks of military and nuclear power plant data, the Asahi reported.

It is highly likely that someone went in to steal the data, Asahi said, citing the source.

Mitsubishi Heavy, a partner with Boeing in weapons production, delayed reporting the incident, which became publicly known in August, in a possible violation of its military supply contracts.

Rivals IHI Corp and Kawasaki Heavy Industries have also said they have received suspicious e-mails, while a contractor to Mitsubishi Heavy is checking whether there had been a breach of sensitive data.

Japan is moving to strengthen its cyber security in line with calls from Washington, and will set up Tuesday a framework for sharing hacking information among governmental and private institutions, the Nikkei business daily reported on Monday.

Mitsubishi Heavy, IHI and Kawasaki Heavy Industries, as well as Toshiba Corp, Hitachi Ltd, Fujitsu Ltd, NEC and others, will take part in the framework, the Nikkei said, without citing sources.

Turkey Sends Troops to Iraq to Fight PKK Kurdish Separatists (Time.com)

Reeling from the worst assault on its armed forces in almost two decades by the Kurdish separatist group PKK, Turkey has sent hundreds of troops into northern Iraq to take on PKK strongholds. Twenty-four Turkish soldiers were killed in coordinated attacks on border posts in Turkey's southeast in the early hours of Wednesday, Oct. 19, prompting Prime Minister Recep Tayyip Erdogan and members of his Cabinet to cancel trips abroad and gather in a briefing room in Ankara. TV stations have abandoned scheduled programming to broadcast coverage of the funerals of the slain soldiers ? mostly young conscripts on a compulsory tour of duty ? while thousands of high school students carrying Turkish flags marched through the streets of the capital.

Wednesday's activity cripples any immediate prospects for a political solution to Turkey's three-decade conflict with the PKK and will instead likely reinforce Erdogan's increasingly hawkish stand. The timing of the attacks appears to have been symbolic: they coincided with a long-anticipated meeting of lawmakers, including Kurdish MPs, to discuss a new constitution that could grant greater recognition to the country's estimated 20 million Kurds. "This is a declaration of war," wrote noted political commentator Mehmet Ali Birand. "There's no other way to explain it." (See photos of the Kurdish rebels.)

Besides adding to the turmoil within Turkey, the latest violence could have regional repercussions. The Arab Spring served as a reminder of how easily politics jumps national borders today, as they always have done for the Kurds ? the world's largest stateless people, left straddling Syria, Iran, Iraq and Turkey by Anglo-French mapmakers in the wake of World War I. Only in northern Iraq do Kurds enjoy autonomy, and it is in the mountains on the Iraqi side of the Turkish border that the PKK is largely based.

Erdogan lashed out at unnamed foreign supporters of the PKK, alluding, commentators say, to Syria and Iran. The latest assault, Erdogan said, showed that "terror is a tool in the hands of certain powers. The PKK are subcontractors used by other forces and other powers, trying to provoke Turkish society." Relations with Syria have soured since Erdogan became vocally critical of his erstwhile friend Syrian President Bashar Assad. (During a previous period of Syrian-Turkish tensions, Damascus had allowed the PKK to operate out of Lebanon's Bekaa Valley, which was under Syrian control.) And although Iran has denied media reports that it recently detained and released a senior PKK commander, ties between Ankara and Tehran have cooled since Erdogan approved a NATO missile-defense shield to be placed in central Turkey to counter any Iranian threat.

"To understand the escalation of violence between Turkey and the PKK, you have to look at the bigger picture of regional dynamics, " says Radikal columnist Cengiz Candar. "The PKK is balancing on the Iran-Syria axis right now." (See why Turkey's Kurdish conflict is making a comeback.)

Another factor in the escalation is the scheduled U.S. withdrawal from Iraq later this year. Turkey last week concluded an agreement with Iraqi Kurdish officials to begin emptying PKK settlements there. It has also stepped up cross-border military operations. "Ankara might be wanting to take advantage of the U.S. withdrawal from Iraq to force the PKK out of its shelters in north Iraq, thereby squeezing it in a corner," says Sedat Ergin, a columnist for the Hurriyet daily. "The calculation would be to deal the group a serious blow and thus force it into a weaker position at the negotiating table."

Turkey spend the '90s trying to eradicate the PKK in a "dirty war" whose tactics included assassinations, forced evacuation of villages, torture and more. That episode ended with the capture of PKK leader Abdullah Ocalan in 1999 ? he is currently in an isolated island prison, having been spared the noose only by European Union rejection of capital punishment ? but its scars, for both Turks and Kurds, were never healed. Thousands of Kurds who migrated to the major cities of western Turkey suffer disproportionate poverty and marginalization. The PKK, despite its setbacks, was never dissolved. And Kurdish demands for greater cultural rights and autonomy increased. A renewed insurgency-counterinsurgency dynamic will further polarize Kurds and Turks, between whom tension has been rising.

"The PKK wants to push the limits of Turkish society and its decision makers. They want to provoke reaction and to kickstart a hellish scenario which involves full-on Turkish-Kurdish conflict," wrote Ergin in Hurriyet. When first elected in 2003, Erdogan appeared inclined to seek a political solution to the long-standing conflict. In 2005 he traveled to Diyarbakir, the capital city of Turkey's Kurds, and said the Kurdish problem was "everyone's problem." In line with E.U.-mandated reforms, he lifted a ban on Kurdish broadcasting and media. Recently it emerged that he also appointed a delegation to negotiate with Ocalan. But Ankara's Kurdish outreach stalled. A group of Kurdish activists, including eight PKK fighters, who voluntarily turned themselves in at the Iraqi border in 2009 in preparation for a larger amnesty were harassed and arrested. Some 3,000 Kurdish politicians have been jailed in the past two years on charges of supporting the PKK, often in violation of due process. Erdogan and his colleagues frequently dismiss democratically elected Kurdish politicians, accusing them of being mouthpieces for the PKK. For its part, the PKK has increased attacks in recent months. As both sides become more hard-line, prospects for peace recede. This week's events have many fearing a return to the dark days of the early '90s.

Panetta: Military's role to be discussed with Iraq (AP)

ABOARD A MILITARY AIRCRAFT ? Once all U.S. troops in Iraq have left by year's end, Washington will negotiate with the Iraqi government on a possible American role in training the country's land and air forces, Defense Secretary Leon Panetta said Friday.

Speaking to reporters aboard his plane en route to Bali, Indonesia, Panetta said the U.S. and Iraq have not yet agreed even on the number of U.S. military personnel who would be assigned to the U.S. Embassy in Baghdad to facilitate Iraqi arms purchases and to conduct initial training.

"That remains to be worked out," Panetta said shortly after President Barack Obama announced that all U.S. troops would depart Iraq by the end of the year.

In addition to what U.S. officials have envisioned as a staff of about 160 U.S. service members as part of the Office of Security Cooperation in the Embassy, Washington had been talking to the Iraqis about keeping a larger U.S. force, perhaps numbering in the thousands, to provide more comprehensive, collective training of Iraqi security forces beyond 2011. But those talks broke down over Iraq's refusal to grant immunity from prosecution for U.S. troops.

There are now about 39,000 U.S. troops in Iraq. Panetta referred to them as combat forces even though Obama ended the U.S. combat role in Iraq in August 2010, leaving troops in an "advise and assist" role to help Iraq forces.

"Once we've completed the reduction of the combat presence, then I think we begin a process of negotiating with them (the Iraqis) in order to determine what will be the nature of that relationship ? what kind of training do they need, what kind of security needs to they have," he said.

Panetta offered no estimate of the number of U.S. troops that the Pentagon might be willing to provide as trainers or for other functions in Iraq after this year, but he noted that the U.S. keeps thousands of troops in some other Persian Gulf nations as part of normal security cooperation and training partnerships.

He cited as examples Bahrain, where there are nearly 5,000 U.S. troops as part of the U.S. Navy's 5th Fleet headquarters; the United Arab Emirates with nearly 3,000; and about 7,500 in Qatar, where the U.S. maintains a major air operations center.

In his responses to questions about the future U.S.-Iraqi security relationship, Panetta appeared to indicate that he thinks the Iraqis would benefit from additional U.S. help in developing its forces beyond 2011. But he also suggested that he does not think Iraq will be vulnerable without it.

"Iraq has developed a very good capability to be able to defend itself," he said.

During a visit to Iraq in July, Panetta said he hoped the Iraqis would agree to extend the U.S. military presence beyond this year in order to bolster Iraqi training.

The top U.S. commander in Iraq, Army Gen. Lloyd Austin, has said repeatedly that Iraq is not yet fully capable of defending its own air space or land borders, and that it needs help in other areas such as intelligence and logistics.

Obama: U.S. will pull troops out of Iraq by year-end (Reuters)

WASHINGTON (Reuters) ? President Barack Obama said on Friday the United States will fulfill its pledge to pull troops out of Iraq by the end of the year.

"As promised, the rest of our troops in Iraq will come home by the end of the year. After nearly nine years, America's war in Iraq will be over," Obama told reporters.

He spoke after a video conference with Iraqi Prime Minister Nuri al-Maliki and said the two were in full agreement about how to move forward.

Obama said the two countries now move into "a new phase" and that it will be "a normal relationship between sovereign nations. An equal partnership based on mutual interests and mutual respect."

The withdrawal of American troops marks a major milestone in the war that started in 2003 and resulted in the removal of Saddam Hussein from power in Iraq.

"Over the next two months, our troops in Iraq, tens of thousands of them, will pack up their gear and board convoys for the journey home," Obama said.

"The last American soldier will cross the border out of Iraq with their heads held high, proud of their success, and knowing that the American people stand united in our support for our troops," he said. "That is how America's military efforts in Iraq will end."

The U.S. military role in Iraq has been mostly reduced to advising the security forces in a country where levels of violence had declined sharply from a peak of sectarian strife in 2006-2007, but attacks remain a daily occurrence.

Senior Iraqis say in private they would like a U.S. troop presence to keep the peace between Iraqi Arabs and Kurds in a dispute over who controls oil-rich areas in the north of Iraq.
